Physician Services Agreement 2024-2029

The Physician Services Agreement (PSA) is the legal contract between the Government of PEI, Health PEI and MSPEI on behalf of Island doctors that outlines physician compensation and benefits. It is a five-year Agreement implemented on April 1, 2025. Every physician should read the PSA and become familiar with how it relates to their practice.

The materials and billing/payment education tools featured on these pages are designed to support physicians in optimizing the PSA and navigating the changes.

A HISTORIC AGREEMENT MAKING PEI THE PLACE TO PRACTICE

Prince Edward Island’s historic five-year Physician Services Agreement represents an unprecedented $188.3 million investment in physician services with a strong emphasis on primary care. The Agreement offers something for everyone, regardless of specialty or payment modality. 

The PSA aims to ensure PEI physicians are compensated above the national average, with family physicians among the highest paid in Canada.

This Guide is intended to provide a comprehensive overview of the PSA that will also serve as an opportunity resource for new physicians hired. It is near completion and will be released in the Spring of 2025. In the meantime, we invite you to explore the information and resources on this website, which are being released ahead of the consolidated Guide.

 

The Operational Guide is an emerging document intended to support the PSA in its operationalization and provide Health PEI’s Management Team, Department of Health and Wellness, Physicians, and MSPEI with transparent and consistent guidance on how Health PEI’s discretionary decisions related to the PSA and physician services are made. It is near completion and expected to be available in the Spring of 2025.

 

 

To help physicians optimize their billing, a suite of quick reference guides of most commonly billed fee codes for the different specialist groups was developed. It can inform the codes to claim, with a reminder about where premiums apply.

A significant amount of work went into streamlining the fee schedule for simplified, faster, hassle-free billing. The fee structure has evolved hundreds of unique billing codes from the previous agreement down to a few dozen. Use the Fee Code Changes Guide to quickly look from the old codes to the new.

PEI Physicians have the option to choose the payment model that suits them best, whether salaried, sessional, contract-for-service, or fee-for-service – allowing them to structure their practices according to their preferences. PEI is the first province in Canada to formally recognize all family medicine physicians as specialists, which is reflected in the increased payment rates and equal access to continuing medical education. This section provides additional information for those in Family Medicine.
